Abstract

From whatever perspective we look upon the sustainability and health quality of housing, the quality improvement of the housing stock will be of major importance. To achieve the goals of reduction of fossil energy use, large scale refurbishments programs will have to be carried out. This goes together with the necessity to prevent the ageing stock from deterioration and to improve the physical quality of neighborhoods and dwellings for livability reasons.

Abstract

The energy saving potential of the building stock is large and considered to be the most cost efficient to contribute to the CO2 reduction ambitions. Severe governmental policies steering on reducing the energy use seem essential to stimulate and enforce the improvement of the energy performance of buildings with a focus on reducing the heating and cooling energy demand. In Europe the Energy Performance of Buildings Directive is a driving force for member states to develop and strengthen energy performance regulations for new buildings and energy certificates for the building stock. The goals are to build net zero energy new buildings in 2020 and to reach a neutral energy situation in the whole stock by 2050. More and more research projects deliver insight that the expected impact of stricter regulations for newly built houses is limited and the actual effects of energy savings through housing renovations stay behind the expectations. Theoretical energy use calculated on base of the design standard for new houses and assessment standards for Energy Performance Certificates of existing dwellings differ largely from the measured actual energy use. The paper uses the findings of some Post Occupancy Evaluation research projects. Is the energy saving potential of the housing stock smaller than expected and should we therefore change the policies?

Abstract

In recent years, energy efficiency is a topic of growing importance not only on the political agenda of many Western countries, but also in the management of individual housing providers in these countries. Although there are many publications on how these organisations take up the topic of energy efficiency in their policies and activities, not so much has been written about the progress in policy in the national housing sectors as a whole. This paper presents the results of an investigation about the policy developments in the non-profit housing sector in the Netherlands, in which the present situation is compared with that of four years ago. Where did the Dutch non-profit housing providers stand in their policy development concerning energy efficiency, and where do they stand now? Have they become more ambitious or less ambitious? The paper also deals with the main stimuli and barriers that the non-profit housing providers have perceived. The findings show a progress in policy in the period under investigation, but this progress seems too small to attain national and international targets for 2020.

Abstract

Purpose

This paper aims to evaluate the quality control systems for constructions in seven countries in Europe with the purpose to trace innovative approaches and best practices that can serve as examples for other countries.

Design/methodology/approach

The paper is based on a series of research projects carried out over a number of years. The research results were updated in 2016 with a desktop research project in seven European countries. The results from this latest project form the heart of this paper. The information is organised into tables that describe and analyse the main features of the quality control systems of the countries (e.g. scope, focus and main characteristics of the procedures and quality demands on building professionals).

Findings

Several similar trends can be recognised in the quality control systems of the various European Union (EU) countries. Quality control is getting more and more privatised and the control framework is setting checks and balances throughout the construction process. Other findings are that scope and focus of the statutory control is unbalanced. Within the control processes emphasis is put on the safety aspects of complex constructions. Far fewer demands are made on the quality of the builders. Re-orientation of the building regulatory framework seems to be needed.

Research limitations/implications

The paper only focusses on European countries where private quality control is established and on selected topics. The findings are based on desktop research and not on the practical experiences of the stakeholders involved in the countries studied.

Practical implications

The paper draws some important recommendations for policymakers in the building regulatory field. It suggests both an enhancement of the effectiveness of the quality control procedure as well as the commitment of builders to comply with the regulations.

Social implications

The quality of constructions is essential for the wellbeing and safety of its users, its occupants or its visitors. This applies to the whole range of quality aspects: structural- and fire safety, health, sustainability and usability aspects. The analyses and recommendations of this paper aim to contribute to an improvement of the overall construction quality.

Originality/value

The paper makes an original contribution to the (limited) literature that is available in this field. The results can be used to situate the quality control systems of each member state within the EU, to assess the main trends, and it can be used as a guide to develop strategic choices on possible improvements in each country.

Abstract

The existing housing stock has a major energy saving potential and is mostly considered to be the sector in which energy efficiency most cost effectively can be achieved. About 30% of all energy use is consumed in the housing stock. The European union formulates saving targets, policies and regulations that have to be implemented by the member states and a considerable share of the EU budget for research and innovation is dedicated to this challenge. In recent years many policies, investment programmes, technical innovations and process innovations have been developed and been put into practice. However, it appears to be very difficult to realise massive renovation programmes in the existing housing stock and really make a step forward towards the energy efficiency goals. This special issue presents an overview of actual insights of the perspectives of energy efficiency in the housing stock based on several research projects and analyses and discussions about how the current policies will work out and which are the barriers that still have to be taken. We focus on the policies, the processes and the people.

Abstract

The European Commission and EU member states have prioritised the renovation of the existing housing stock as a means of achieving their energy-efficiency targets. As buildings account for 40% of Europe’s energy consumption and much of this is used in the residential sector a major breakthrough could be realized here. Despite the fact that energy saving targets have been prioritized in EU and national policy programme’s, progress is slow. The actual rate and extent of renovations are by fare not enough to achieve the targets. Although the necessity of energy savings is acknowledged by institutional investors in housing, housing associations, individual homeowners and occupants, it appears to be difficult to get sufficient support for energy efficiency renovations. The current economic situation is an additional barrier preventing large scale investments in energy renovating the housing stock.

This article connects the realisation of energy efficiency goals with the creation of jobs in the EU. The shift from new-build to renovation will have considerable effects on employment in especially the construction industry and the qualifications required by the workforce. Studies show that for every €1 million investment in the existing building stock in the form of energy renovation work, 12 to 17 new jobs could be created. Potentially this could lead to may new jobs. However, there are many uncertainties in these calculations. Are these direct or indirect jobs, what sectors would benefit, are these jobs created within the EU and what would be the net effect on the labour market? Nonetheless these uncertainties, the positive employment effects will prevail. A new and ambitious investment programme in the housing sector could not only improve the energy performance of the sector but create 100.000’s of valuable jobs at a time when these are seriously needed.

Abstract

Climate change: the question is not anymore if it happens, but what the impact is of its effects such as drought, heat waves and increased precipitation on the quality of our lives in cities, offices and houses. A significant share of the Northern European housing stock is owned and maintained by large stock owners, such as housing associations. It is their responsibility to be aware of changes and risks that might challenge the quality of life of their tenants. Moreover, in order to provide housing with a good market value in the future, adaptation to climate change can no longer be overlooked.

With the aim to discover the level of awareness of climate change adaptation among Dutch housing associations, a content analysis was undertaken on the policy plans and the annual reports of the 25 largest housing associations. Subsequently they were classified according to their level of awareness. The analysis returned no topics that directly referred to climate change adaptation, which implies that all housing associations are categorised as being ‘unaware’. Therefore, in order to reach higher levels of awareness and to incentivize the implementation of adaptation measures, appropriate governance strategies need to be developed. Future research will define the characteristics of these strategies in relation to the level of awareness of the housing associations. Adoption of the measures could be easier if adaptation measures are combined with maintenance activities, as this has been the case with mitigation measures.

Abstract

Purpose

The recent promotion of prefabricated housing (PH) in China has resulted in a prosperous period for its implementation. However, transaction costs (TCs) cause low economic efficiency to stakeholders and hinder the further promotion of PH. No relevant study has yet been made to investigate the TCs and their causes in the PH field. This paper identifies critical TCs and explores the influencing factors from the developers' perspective.

Design/methodology/approach

Semi-structured interviews and a questionnaire survey were used to collect data about TCs and influencing factors. The most influential factors are identified with their impacts on particular TCs, yielded from correlation analysis and logistic regression.

Findings

From the developers' perspective in China's PH market, this study identified that the most concerning sources of TCs are: hidden costs arising from disputes, extra workloads from design changes, learning costs, intensive communication and coordination in assembly and unexpected information costs in decision-making. The use of an ordered logistic regression approach indicates that the four most influential factors are: qualification of the general contractor, mandatory local policies, owner type and competitiveness of the developer.

Practical implications

To reduce the TCs, experiencing learning and ensuring the design scheme's complicity are recommended to save information searching and exchanging costs. The implications for the PH developers are for them to: (1) professionalize their own organization and (2) procure high-qualified general contractors. For the policymakers, this means they should improve the clarity of the mandatory local policies for PH step-by-step.

Originality/value

By applying the TCs economic theory, this study explores factors that influence TCs in the PH industry. It sheds light on the influencing mechanism behind the TCs in the context of prefabricated housing.

Abstract

Purpose

The aim of this paper is to provide insight into how to deal with safety issues during construction projects at multi‐functional urban locations.

Design/methodology/approach

A case study comprising several construction projects for high‐rise buildings over a motorway in The Hague provided insight into the complexity of the safety management. A process model was designed of moments of influence of safety measures. This was combined with quantitative risk analyses of some alternative safety measures using failure mode and effect analysis and Bayesian networks.

Findings

It is essential to put safety management on the agenda at a very early stage in the planning process for construction projects at multi‐functional urban locations. The erection of heavy structural elements when building activities are being carried out above a motorway is an important risk factor. Structural measures appear to be more cost‐effective than closing off the road.

Research limitations/implications

The methods used to develop insight into the cost‐effectiveness of different safety measures can also be applied to construction processes at multi‐functional urban locations. This might lead to different conclusions on which measures are preferable.

Originality/value

There is very little literature or general knowledge on how to deal with these safety issues. This paper provides a method that can be applied in the development of safety protocols at multi‐functional urban locations.

Abstract

Purpose

The paper seeks to define the nature of the policy problems in Dutch building control.

Design/methodology/approach

The authors use Dunn's four‐phase methodology for public policy analysis, consisting of problem sensing, problem search, problem definition, and problem specification. Both a literature review and a field study into the operation of local building control authorities were undertaken. The field study incorporates characteristics of a survey, with methodology developed by Fowler.

Findings

Dutch building control legislation has been subject to many changes over the 100 years or so that it has been in force as it has responded to society's changing priorities. Throughout this period building regulation has become more detailed and more uniform across the country. Nevertheless, almost no legal changes have been made to the enforcement system. Responsibility for building control still lies with the municipalities and implementation is still not established by national legislation or policy document. Ongoing attempts to deregulate and standardise the legislative framework should therefore not stop at changing the regulations. Changes in the supervision system might offer an alternative route to improving the quality of the (technical) building control and clarifying the tasks and responsibilities of building control staff.

Research limitations/implications

The analysis focuses on problems in building control and does not consider design and construction problems.

Practical implications

The field study contains important lessons for building control practitioners and policymakers regarding current deficiencies in the implementation of building control legislation.

Originality/value

The paper provides a model for the analysis, and comparative study, of building control systems in other jurisdictions.
